Revised Harassment and Discrimination Prevention Policy and Procedures Manual

The revised OPSEU Harassment and Discrimination Prevention Policy (HDPP) and accompanying HDPP Procedures Manual are now available!  The revisions are the result of a review of the HDPP Procedures Manual that is required every three years.  As a result of the procedures review, amendments were recommended for the policy.  The Executive Board approved the recommended amendments to the HDPP on January 30, 2013.  The revised Harassment and Discrimination Prevention (HDPP) Policy  and  Procedures Manual .pdf are now available on-line.

New OPSEU Harassment and Discrimination Prevention Policy (HDPP) Forms

As a result of the revisions to the HDPP Policy and Procedures, new on-line forms  will be available for OPSEU members who wish to file a complaint or who are respondents to a complaint. In the next few weeks, we will be posting:

  • A revised complaint form;

  • A revised response form;

  • A request to discontinue or suspend a complaint;

  • A withdrawal form.

Members are encouraged to contact an Advisor in their Region for assistance in completing forms and to obtain further information about rights and responsibilities under the Policy.  [see list below]

The Procedures Review

Revisions to the Policy and Procedures were made as a result of a comprehensive review of the effectiveness and implementation of the HDPP Procedures which took place between May 2011 and January 2013. 

The main goals of the review process were to:

  • Provide for a broad and balanced discussion of HDPP procedural issues;

  • Remedy identified gaps or problems in the procedures;

  • Ensure a transparent review process leading to changes in the procedures, related policies and/or practices;

  • Assist in developing best practices with respect to human rights complaints handling

The review process included an extensive assessment of the policy and procedures, a review of recent complaints (documents) and interviews and consultation with the following broad range of stakeholders:

  • Complainants/Respondents;

  • Internal advisors and investigators;

  • External mediators, Investigators, Appeal chairs;

  • The President’s Office;

  • The Executive Board;

  • Local Presidents; and

  • other interested members and Staff.

Stakeholders were invited to provide feedback through focus group consultations, on-line questionnaires and individual interviews.

The Procedures Review Committee

The Review committee provided invaluable support in the review process including issues identification; assessment of procedural, policy and other relevant documents; assistance in the development of the review methodology and tools and evaluation of survey results and feedback.
